Who can work in Latvia

Citizens of the EU, the EEA (Norway, Iceland, Liechtenstein) and Switzerland can work in Latvia without a work permit. If you stay longer than three months, you register your stay with the Office of Citizenship and Migration Affairs (PMLP).

  1. Everyone else needs a work permit: a visa or a residence permit that gives the right to work.
  2. The employer applies first. The employer registers the vacancy with the State Employment Agency (NVA). NVA checks if someone in Latvia can do the job.
  3. Then the employer invites you, and you apply for the visa or residence permit at PMLP or at a Latvian embassy.

A real employer or a licensed agency never asks you to pay for a job, an invitation or a work permit.

If someone asks you for money to get a job, stop. Do not send documents or money.

Work rights for people from outside the EU
